B-FCL Licence Transfer conversion for pilots of balloons

If you have a B-FCL licence for pilot of balloons from another EASA member state, then you can convert this into a Dutch B-FCL licence.

What do I need?

You must supply the following requirements by sending an e-mail to nl.luchtvaart@kiwa.com:

• The fully-completed application form
• A copy of the passport
• A copy of a valid EASA medical certificate
• A copy of a foreign EASA licence (front and rear)

Application and delivery

After reception of your application, this will be processed as quickly as possible. You will receive the invoice, and possibly a request for supplying additional information by e-mail. After your application is complete and has been paid for, the processing of your application will take approximately 30 working days. Express Service

An Express Service is not available for this product.

Validity

On first issue of a licence, the licence document shall be issued without a period of validity. This means that the licence document itself is always valid. An exception to this is the RPL proficiency check. This has a validity period of 5 years. 

• Your proficiency check can include class, types or a Language Proficiency Endorsement (LPE) rating:
• A class rating has a validity period of 2 years;
• A type rating has a validity period of 1 year;
• LPE level 4 has a validity period of 4 years;
• LPE level 5 has a validity period of 6 years;
• LPE level 6 is valid forever.

Costs

The rate for this service is specified by the government in the Regeling tarieven transportsectoren (Dutch). The processing costs for a BPL licence transfer are € 768.35 (incl. VAT).

Payment

When Kiwa Register receives your application, an invoice is sent to you. The payment must be made, at the latest, within four weeks from the date of the invoice. If your employer pays for the costs of the application, you can state this during the application. If you cancel the application, or if your application is negative/is not processed, the costs are not refunded because you are paying for the processing of the application.
